The bottle neck

This is a build I have built over a course of about 5 years. Why is this build called the bottle kneck? This build is called the bottle neck because one of my pc components cause my computer to play horrible in some games such as arma and rust. It's super annoying because my friends before they upgraded said that they could play amazing with their GTX 970s however I couldn't. I don't know if it's my cpu, hardrive or temperature but something causes the CPU to bottleneck rely badly. However , in more optimised games, I can run fine at medium - high settings. I would love to upgrade my build so I can play the latest game and maybe even make it a laptop setup so that I can use it for uni when I go next year.
